.pak format tool

what is the underlying .pak format

Is there a tool I can compile on linux

Which Linux OS?  QT works on most of them, but as far as I know not all of them.  I play it on Ubuntu, but I have not had much feedback on other versions of Linux.

The .pak graphics files should be just a s simple zip file with a bunch of .png files.  Inside NPP there is a command up unzip and zip the graphics pak files, if you need to use a certain format.

It should compile with any compiler.  The easiest way, even on Linux, is the Qt Creator.  There is a makefile you can use if you download all of the libraries, but it might need a couple of adjustments to work without the Qt creator.
